SWITCH OFF THE STREET LIGHTS DURING DAY TIME

I would like to know who is in charge of switching on and off the street lights.
I have realized that, the lights are always on during day time and sometimes on the whole day. Especially the street lights on the Ridge Area: 54 Obasanjo road, the lights have been on for a couple of time now.
This also contributes in a high percentage of the increment in electricity.
First of all, I would like to know who is or are in charge of that. I am sure that the problem is not only in Accra but also in every part of the Country. I pray that the situation being raised would be taken into consideration.
